About Project Arrow


India Post has undertaken a Quality Improvement Project called ‘Project Arrow’ to transform India Post into a vibrant and responsive organization. This was launched in April, 2008. In specific terms, Project Arrow entails comprehensive improvement of the Core Operations of Post Offices (set the core right) as well as the ambience (Look and Feel) in which postal transactions are undertaken. Enhancing the quality of services in ‘core areas’ envisages focus on Mail Delivery, Money Remittances, Savings Bank and Office Service Levels. This is helping the Department to emerge as a one-stop shop for retail products and offer a single window facility for banking, money remittances and other financial products and services including social and civic initiatives. The monitoring of ‘core areas’ of operations has been extended to more than 15,500 computerized post offices and ‘Look & Feel’ has been improved in 1,736 post offices across the country.
Project Arrow – Objectives, Strategy and Deliverables: 

Project Arrow was conceived in April, 2008. The project envisages upgradation of Post Offices in urban and rural areas both in terms of upgrading and enhancing the quality of service in ‘core areas’ and improving the ‘look and feel’. The project aims at creating a conducive and friendly work environment both for the staff and the customers visiting the Post Offices, providing all IT enabled services through secure connectivity, improving the service quality levels in the core business areas e.g. Mail delivery, Remittances both electronic and manual and Postal Savings schemes. To test the concept, a pilot consisting of 50 Post Offices in 10 Postal Circles was launched in April, 2008.

Components:
 
This project has two components: ‘Get the Core Right’ and ‘Look and Feel’.

Improvement in “Core Activities”:
  • Mail delivery- Delivery on the day of receipt.
  • Savings Bank - Reduction in transaction time at counters.
  • Remittances - Delivery of Money Orders on the day of receipt.
  • Office Service Level - Improvement in customer satisfaction- cleanliness, public forms, CCC, citizen charter.

Improvement in Ambience “Look and Feel”:
  • Branding - Ensure uniform brand hierarchy.
  • Technology - To enable all post offices to provide ICT enabled services.
  • Human Resource - Enhancement of operational and soft skills of the staff.
  • Infrastructure - Standardization of interiors and exteriors.

Advantages from the Project:
  • Enhancement the appearance of post offices under ‘Look & Feel’ to establish a unique brand identity.
  • Simpler and faster Money transactions through web based remittance services.
  • Reduction in the waiting time at the counter by improving the efficiency through induction of IT and soft skills training to the staff.
  • improvement in the percentage of mail sent out for delivery on the day of receipt;
  • Improvement in the percentage of mail dispatch to other offices.
  • Almost 100% Signature scanning of Savings Bank accounts in Phase I to IV Post Offices and up to 97% in Phase V Post Offices.
  • Faster transactions at counters & timely settlement of all cases of Deceased claim, Account transfer and Account closure request received in the Post office.
  • Formation of “Local Citizens’ Forums” for evaluation of the performance for the respective post offices.
  • Online public grievance handling and timely settlement of complaints.
  • Development of friendly environment in the public hall through proper signage, writing ledge, citizen charters and adequate availability of forms in the post office.
  • Reduction in the number of post offices with high percentage of missent and sent back articles.
  • Sustainability and higher performance is ensured by monitoring through Video Conferences.
The Project Arrow experience is a working model for ushering in an integrated and lasting improvement in the postal system and awarded with “Prime ministers’ award for Excellence in Public Administration” for 2008-2009 in 2010.

Monitoring Mechanism:
A Web-based monitoring mechanism (through Data Extraction Tool) has been devised to collect data from the field units directly from the server without any manual intervention. The data analysis is presented to all the Chief Postmasters General of 22 Postal Circles through a video-conference every fortnight (earlier every week). Data on all Key Performance Indicators (KPIs) is minutely scrutinized and gaps in implementation and remedial measures thereto are discussed in the video-conference. Dedicated Program Offices have been set up at the Headquarter level and at all 22 Circle Headquarters. Data exchange from Post Offices and all communications with Circle Program Offices are through e-mail only. The KPIs are prescribed with 0% to 5% tolerance level depending on the nature of activity.

The impact of Project Arrow on Revenue of the Postal Department and on the footfall in Post Offices:

Comparative data is available for the 1724 Project Arrow Post Offices covered under Phase-I to IV. The revenue of these post offices has increased from Rs. 1346 Crore in 2010-11 to Rs. 1596 Crore in 2011-12with a 18.55% growth. Public footfall in these post offices has also increased which is evident from a 20.39% growth (from 11.87 crore articles in 2010-11 to 14.29 crore articles in 2011-12) in the mail volume of accountable articles booked at these post offices. Improvement in the core operations through Key Performance Indicators from the inception of Project Arrow are shown in the graphics as under:

In Phase I to IV = 1,724
In Phase V = 8,724 
In Phase VI = 5,134
Total No. of Post offices = 15,582

 Number of Post offices covered under Project Arrow so far in “Look & Feel” are as follows: 
Started with 50 post offices in April 2008 and have covered 1840 post offices so far in 5 phases by 31/03/2012.

Proposed initiatives: 

3,000 more computerized post offices are being included for monitoring of ‘Core Operation’ in this year and activities under ‘Look & Feel’ will be undertaken in 2500 more post offices during the 12th plan.

ಗುಬ್ಬಿ ಗೂಡಿನ ಹೊಸ ಸುದ್ದಿ

ಪ್ರೀತಿಯಿಂದ ಗುಬ್ಬಚ್ಚಿ, ದೇಶಿ ಜನರ ಬಾಯಲ್ಲಿ ಹಕ್ಕಿಪಿಳ್ಳೆ ಎಂದು ಕರೆಸಿಕೊಂಡು ಮನುಷ್ಯ ವಾಸದ ಸುತ್ತಲೇ ಗೂಡು ಕಟ್ಟಿ ವಾಸಿಸುತ್ತಿದ್ದ; ಮುಷ್ಟಿ ಗಾತ್ರಕ್ಕೂ ಕಿರಿದಾಗಿರುತ್ತಿದ್ದ ಹಕ್ಕಿಗಳ ಸಮೂಹ `ಗುಬ್ಬಚ್ಚಿ~ ಕಾಣೆಯಾಗಿ ದಶಕಗಳೇ ಗತಿಸಿವೆ.
ಒಂದು ದಶಕದ ಹಿಂದೆ ಮನೆ ಗೋಡೆ ಸಂದಿಯಲ್ಲಿ, ಅಂಗಳದ ಚಪ್ಪರದಲ್ಲಿ, ಹಿತ್ತಲ ಗಿಡದಲ್ಲಿ ಗೂಡು ಕಟ್ಟಿಕೊಂಡು ಮುಂಜಾನೆಯಿಂದ ಸಂಜೆವರೆಗೂ ಮನುಷ್ಯರ ಸುತ್ತಲೇ ಪುರ‌್ರನೇ ಹಾರಿ ಗಿರಕಿ ಹೊಡೆಯುತ್ತಿದ್ದ ಗುಬ್ಬಚ್ಚಿಗಳು ಈಗ ಕಾಣ ಸಿಗುವುದು ಅಪರೂಪ.
ಮೊಬೈಲ್‌ಗಳ ನಡುವೆ ಹರಿಯುವ ತರಂಗಗಳಿಂದ `ಗುಬ್ಬಿ~ ನಾಪತ್ತೆಯಾದವು ಎಂದು ವಿಜ್ಞಾನ ಸಾರಿತು. ಇದ್ದರೂ ಇದ್ದೀತು ಎಂದು ಒಪ್ಪಿಕೊಂಡು ಸುಮ್ಮನಾದೆವೇ ಹೊರತು `ಮೊಬೈಲ್ ಬಳಕೆ ನಿಲ್ಲಿಸಿ; ಗುಬ್ಬಿ ಉಳಿಸಿ~ ಎಂದು ಯಾರೂ ಚಳವಳಿ ಆರಂಭಿಸಲಿಲ್ಲ. ಈಚೆಗೆ ಅಲ್ಲಲ್ಲಿ ಗುಬ್ಬಚ್ಚಿಗಳು ಕಡಿಮೆ ಸಂಖ್ಯೆಯಲ್ಲಿಯಾದರೂ ಕಂಡುಬರುತ್ತಿರುವುದು ಸಂತೋಷದ ಸಂಗತಿ.
ನಾಲ್ಕು ಮೊಟ್ಟೆಗಳಿಗೆ ಕಾವು ಕೊಡುತ್ತಾ ಸಂತತಿ ವೃದ್ಧಿಸುತ್ತಿರುವ ಬಾಣಂತಿ ಹಕ್ಕಿಪಿಳ್ಳೆ (ಗುಬ್ಬಿ) ಕಂಡು ಬಂದಿದ್ದು ಶಿರಾ ತಾಲ್ಲೂಕಿನ ಕುಂಬಾರಹಳ್ಳಿ ಹಾಗೂ ಜೆ.ಹೊಸಹಳ್ಳಿ ಸೀಳು ದಾರಿಯಲ್ಲಿ ಸಿಗುವ ಪುಟ್ಟಜ್ಜಿ ಹೊಲದಲ್ಲಿ. ಇಲ್ಲಿ ಚಂದ್ರಬಿಕ್ಕೆಯ (ಸೀಬೆ) ಗಿಡವೊಂದು ಇದ್ದು, ಈ ಗುಬ್ಬಿ ಗೂಡು ಕಟ್ಟಿದೆ.
ಗೂಡು ಕಟ್ಟಲು ಬಳಸಿರುವುದು ಅಜ್ಜಿ ಹೊಲದಲ್ಲೇ ಬೆಳೆದ ಹತ್ತಿ ಮತ್ತು ಗರುಕೆ. ಈ ಗೂಡಿಗೆ ಸೀಬೆ ಗಿಡದ ಹಸಿರು ಎಲೆಯನ್ನೇ ಹೊರ ಹೊದಿಕೆಯಾಗಿ ಬಳಸಿ ಒಳಗೆ ಮೆತ್ತನೆಯ ಹತ್ತಿ ಹಾಸಿ ಗರುಕೆಯಿಂದ ನೇಯಲಾಗಿದ್ದು, ಇದು ಹಕ್ಕಿಯ ಕರಕುಶಲ ಕಸುಬಿಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ.
ಮೊನ್ನೆ ಶಾಲೆಗೆ ಹೋಗಿ ಬಂದ ಪುಟ್ಟಜ್ಜಿಯ ಮೊಮ್ಮಗಳು `ತಿಳಿ~ ಎಂಬುವಳು ಎಂದಿನಂತೆ ಬಿಕ್ಕೆ ಹಣ್ಣಿಗೆ ಓಡಿದವಳೇ ಗುಬ್ಬಚ್ಚಿ ಗೂಡು ಮತ್ತು ಅದರಲ್ಲಿದ್ದ ಎರಡು ಮೊಟ್ಟೆ ಕಂಡು ಕೂತೂಹಲದಿಂದ ಮುಟ್ಟಿದ್ದಾಳೆ. ಹಕ್ಕಿಯ ಮೊಟ್ಟೆ ಮುಟ್ಟಿದ ಹೊಸ ಅನುಭವದ ಬಗ್ಗೆ ಅಜ್ಜಿಗೂ ಹೇಳಿದ್ದಾಳೆ. ಆಗ ಅಜ್ಜಿ ಏಕಮ್ಮ ಗೂಡಿನೊಳಗಿನ ಮೊಟ್ಟೆ ಮುಟ್ಟಿದೆ? ಮನುಷ್ಯರ ಸೂತಕವಾದರೆ ಹಕ್ಕಿ ಮತ್ತೆ ಆ ಮೊಟ್ಟೆಗಳನ್ನು ಮುಟ್ಟುವುದಿಲ್ಲ ಎಂದು ಪೇಚಾಡಿದೆ. ಆದರೆ ಆಶ್ಚರ್ಯ ! ಮತ್ತೆರಡು ದಿನದಲ್ಲೇ ಅದೇ ಗೂಡಿನಲ್ಲಿ ಇನ್ನೆರಡು ಮೊಟ್ಟೆ ಇಟ್ಟ ಗುಬ್ಬಿ ಸಂತಾನೋತ್ಪತ್ತಿಯನ್ನು ಸಾಂಗವಾಗಿ ಮುಂದುವರೆಸುತ್ತಿದೆ.
ಇದನ್ನು ಡಾರ್ವಿನ್ ಸಿದ್ಧಾಂತದ ಪ್ರಕಾರ ಉಳಿವಿಗಾಗಿ ಹೋರಾಟ ಎನ್ನೋಣವೇ? ಏಕೆಂದರೆ ಮೊಬೈಲ್ ಹಾವಳಿಯಿಂದ ಗುಬ್ಬಿ ಸಂತತಿಯೇ ನಾಶವಾಗುತ್ತಿದೆ ಎನ್ನುವ ವೇಳೆ ಅದರ ಜೊತೆಯೂ ಪೈಪೋಟಿ ಮಾಡಿಕೊಂಡು ಅಲ್ಲಲ್ಲಿ ಕಾಣ ಸಿಗುತ್ತಿರುವ ಗುಬ್ಬಿಗಳು; ಹಿಂದಿನಂತೆ ಮನುಷ್ಯ ಮುಟ್ಟಿದ ಮೊಟ್ಟೆಗಳನ್ನು ಮತ್ತೆ ಮುಟ್ಟದಿದ್ದ ಗುಬ್ಬಿಗಳು; ಈಗ ಆ ಸೂತಕವನ್ನೆಲ್ಲಾ ಬದಿಗೊತ್ತಿ ಸಂತತಿ ವೃದ್ಧಿಸುತ್ತಿರುವುದು ಉಳಿವಿಗಾಗಿ ಹೋರಾಟ ಅಥವಾ ಹೊಂದಾಣಿಕೆಯಲ್ಲದೇ ಬೇರೇನು?

7th Pay Commission – Trade Unions urges constitution of 7CPC in the ensuing budget (2013-14)

Various affiliated Trade Unions representing Central Government Employees have urged Government to constitute 7th Commission and to officially announce the constitution of the 7th Pay Commission in the ensuing Budget (2013-14).
The trade unions have also demanded for raising income tax exemption limit from the present Rs. 2 lakhs to Rs. 5 lakhs.

News flashed in Business Standard News Paper in this regard is as follows.
Pressing for a people-friendly Budget for 2013-14, trade unions today urged Finance Minister P Chidambaram and his team to announce the constitution of the seventh pay commission along with raising the income tax threshold to Rs 5 lakh in a year from the present Rs 2 lakh.

The demand was raised by the unions at a Pre-Budget consultations in the North Block, even as the government is struggling hard to rein in its fiscal deficit.

After the meeting, Harbhajan Singh Siddhu of Hind Mazdoor Sabha said already seven years of the sixth pay commission have passed and any new commission will take two-three years to study.

“The revision of wages and various service conditions of the government employees is already due. Constitution of the seventh Pay Commission be announced in the Budget,” joint recommendations of trade unions, including CPI (M)-affiliated CITU, CPI-linked AITUC, INTUC of the Congress and Bharatiya Mazdoor Sangh to the Finance Minister said.
Also, the unions have demanded the income tax exemption ceiling for the salaried persons should be raised to Rs 5 lakh per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality.
At a time when the government is trying hard to raise FDI cap in insurancesector to 49% from the current 26%, the unions raised objections to the move.

As the government struggled to meet its disinvestment target of Rs 30,000 crore this financial year, the memorandum said stake sale of profit making PSUs “be stopped forthwith” and budgetary support be given for revival of potentially viable sick PSUs.

On the poor sentiment in the economy, the unions called for massiveinvestments by the government in the infrastructure sectors “in order to stimulate the economy and to make the market look up”.
Chidambaram emphasised on the need to revive investment in manufacturing and services sector in order to create higher job opportunities, an official statement said.

Unions called for higher government spending to create more jobs and guarantee consistent income to the people, special allocation for creation of a welfare fund for protecting interests of unorganised workers.

Increasing the scope of MGNREGA to urban areas and raising the minimum period of employment under the UPA flagship programme from 100 days to 200 days were other demands of the unions.

Chidambaram said due to the steps and measures taken by the government in the last few months, there seems to be a change in the investmentsentiments both in public and private sectors.

In order to curb inflationary pressure, the unions called for a ban on forwardtrading of commodities along with rationalisation of taxes on petroleum products.

For mobilisation of resources the unions suggested higher taxes for the “rich and affluent”.

“A progressive taxation system should be put in place to ensure taxing the rich and the affluent sections who have the capacity to pay at a higher degree,” their representation said adding that taxes on luxury goods should be increased and indirect taxes on essential commodities be reduced.

EMERGENCY TREATMENT IN CGHS HOSPITALS
CGHS Hospitals – Getting treatment in emergency conditions
           Under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialties…
          Private hospitals have been empanelled under CGHS only for such specialties for which they are eligible as per the terms and conditions of empanelment. However under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialties.

         “Emergency” shall mean any condition or symptom resulting from any cause, arising suddenly and if not treated at the earliest opportunity would be detrimental to the health of the patient or shall jeopardize the life of the patient".
CGHS beneficiary attending hospital in emergency: In such a situation the Hospital shall intimate to BCA within 2 hours of admission and BCA shall respond in 4 hours (however treatment shall not be denied to any CGHS member and this is only an initiation of the e-workflow). Post discharge hospital would upload bills and download documents as per requirements of CGHS within 72 hours.
TREATMENT IN EMERGENCY 
In emergency the hospital shall not refuse admission or demand an advance payment from the beneficiary or his family member and shall provide credit facilities to the patient whether the patient is a serving employee or a pensioner availing CGHS facilities, on production of a valid CGHS card and the hospital shall submit the bill for reimbursement to the concerned Deptt. / Ministry / CGHS.  The refusal to provide the treatment to bonafide CGHS beneficiaries in emergency cases without valid ground would attract disqualification for continuation of empanelment.
The following ailments may be treated as emergency which is  illustrative only and not exhaustive, depending on the condition of the patient :
Acute Coronary Syndromes (Coronary Artery Bye-pass Graft / Percutaneous, Transluminal Coronary Angioplasty) including Myocardial Infarction, Unstable Angina, Ventricular Arrhythmias, Paroxysmal Supra Ventricular Tachycardia, Cardiac Temponade, Acute Left Ventricular Failure / Severe Congestive Cardiac Failure, Accelerated Hypertension, Complete Heart Block and Stoke Adam attack, Acute Aortic Dissection.
Acute Limb Ischemia, Rupture of Aneurysm, Medical and Surgical shock and peripheral circulatory failure. Cerebro-Vascular attack-Stokes, Sudden unconsciousness, Head injury, Respiratory failure, decompensated lung disease, Cerebro-Meningeal Infections, Convulsions, Acute Paralysis, Acute Visual loss.
Acute Abdomen pain.
Road Traffic Accidents / with injuries including fall. Severe
Hemorrhage due to any cause.
Acute poisoning.
Acute Renal Failure.
Acute abdomen pain in female including acute Obstetrical and Gynecological emergencies.
Electric shock. 
Any other life threatening condition.

NEWS FROM NFPE CHQ

NFPE HAS GIVEN THE CORRECT NEWS
MAHADEVAIAH GROUP FLASHED THE FALSE NEWS DELIBERATELY ON 10TH DECEMBER 2012 TO SABOTAGE THE 12TH DECEMBER 2012 STRIKE
MAHADEVAIAH GROUP GDS UNION HAS NOT GIVEN STRIKE NOTICE FOR 12TH DECEMBER 2012 STRIKE
1.   On 10th December 2012 when all are actively campaigning for the success of the 12th December 2012 joint strike, the Mahadevaiah Group GDS Union flashed the following news in their website -
“FLASH AND GLAD NEWS – BONUS FILE CLEARED BY FINANCE TODAY”
They deliberately gave publicity to this false news just to create confusion among the GDS and to sabotage the 12th December strike.
2.   After 12th December strike NFPE put the following news in its website.
“Regarding GDS Bonus the propaganda made by Mahadevaiah Group GDS Union is totally false. Finance Ministry has not approved the proposal for raising the GDS Bonus ceiling to Rs. 3500/- but returned the file without approval.”
(This news item is still in the NFPE website and anybody can verify it.)
3.   Now, after the 12th December strike, the Mahadevaiah Group GDS union openly admitted that the Bonus File is not cleared by Finance, but the File was returned to Postal Directorate without approval. Now in the website of Mahadevaiah group the following lines are written.
“FINANCE MINISTRY HAS SENT THE FILE BACK TO THE DEPARTMENT OF POSTS FOR SOME CLARIFICATION”
4.   Now let the readers and employees judge, who is right and who is wrong. Who is giving correct news and who is spreading false news. NFPE has given the correct news and Mahadevaiah group has published false news and subsequently corrected it after NFPE putting the correct news. They have lost their credibility and they are trying to cover up their ill motivated false propaganda by putting the blame on NFPE.
5.   It is an admitted fact that Mahadevaiah group GDS Union has not given strike notice for the 12th December strike. They tried their best to sabotage the 12th December strike. Their leaders have demanded the administration to take disciplinary action against those employees who participated in the 12th December strike. NFPE has already published one such letter in its website and anybody can read it.
6.   Can Mahadevaiah group GDS Union prove that they have given strike notice to the Secretary, Department of Posts, for the 12th December strike? Can Mahadevaiah group GDS Union deny that their leaders have not written any letter to the administration to take disciplinary action against those participated in the 12th December strike? Can Mahadevaiah group deny that the letter written to the administration by their leader published in NFPE website is a false one? No, they cannot.
7.   The issue of raising Bonus ceiling of GDS from 2500/- to 3500/- was an important item in the memorandum submitted by Confederation to the Hon’ble Prime Minister of India, Finance Minister and Cabinet Secretary during the Parliament march and also in the strike charter of demands of the 12th December 2012 strike served to the Cabinet Secretary and the Secretary, Department of Posts. Many MPs irrespective of political affiliation and also Union Cabinet  Ministers have written letters to Hon’ble Prime Minister to consider the demand of the Confederation. Further both NFPE and FNPO has jointly demanded the Government to raise the bonus ceiling of GDS. The Minister of States for Communications and the Secretary, Department of Posts, has assured the JCA leaders that the case will again be forwarded to the Finance Ministry with favourable recommendations. The Secretary, Department of Posts has informed the JCA leaders that Cabinet Secretary was also appraised of the matter. The efforts made by NFPE, FNPO and Confederation and the mass-scale participation of the employees (Departmental as well as Gramin Dak Sewaks) in the 12th December Strike has its own impact.
8.   The attempt of the Mahadevaiah group to project themselves as the only union for the GDS was thoroughly exposed in the 12th December strike and more than 80% of the GDS joined the strike call given by NFPE & Confederation, inspite of the fact that Mahadevaiah Group GDS Union has not given the strike notice and has not conducted any campaign programme to make the 12th December strike a success. More and more GDS leaders from Mahadevaiah group including All India office bearers are joining the newly formed AIPEU GDS (NFPE).  In the 12th December strike, the unity of the Departmental employees and Gramin Dak Sewaks was restored and those who are trying to divide the GDS and Departmental employees cannot continue their nefarious game any more.
9.   ACTUAL POSITION OF GDS BONUS
As already exhibited by NFPE in its website, the GDS Bonus file was not cleared by Finance Ministry but returned to Department of Posts without approval. The reason stated by Finance Ministry is as follows -
Up to 2006 GDS were also paid equal Bonus on pro-rata basis along with regular employees. The One-man Committee (Nataraja Murthy Committee) appointed by Government has recommended that GDS are not eligible for equal bonus with regular employees and the payment made up to 2006 was unjustified as per the commission’s recommendations. This recommendation of the Nataraja Murthy Committee was accepted by the Government and Postal Board. Accordingly it was decided not to raise the Bonus ceiling from 2500 to 3500. After that the Department of Posts has not undertaken any fresh study to justify the payment of equal Bonus (3500) to GDS. Postal Department should conduct a fresh study by another committee and submit revised proposal justifying the payment of equal bonus to GDS. Such revised proposal, if any, submitted after fresh study will be examined by the Finance Ministry and if found justified will be considered for implementation from the next financial year i.e., 2013-2014. Regarding this financial year’s Bonus Finance Ministry is not ready to reconsider it. That means the Bonus for the current financial year (2012-2013) stands rejected. This is the stand of the Finance Ministry.
10.  Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action.
11.  The anti-NFPE minded leaders of the Mahadevaiah group GDS Union should clearly understand that their repeated attempt to divide GDS employees and Departmental employees is not going to work any-more. GDS will stand with NFPE. NFPE will never misguide the employees, but will always stand by the truth. Please remember that
