CABINET APPROVED 10% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS



CABINET COMMITTEE APPROVED 10% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS

The Union Cabinet today approved to increase in  Dearness Allowance by 10% to Central Government employees.
The rate of Dearness allowance shall be enhanced from the existing rate of 90% to 100%.

Revised rates effective from 1.1.2014.

Finance Ministry will publish detailed orders regarding this issue within this month.

ಬೆಂಗಳೂರು, ಫೆ.27- ಇಪ್ಪತ್ತು ದಿನಗಳ ಹಿಂದೆ, ಅಂಚೆ ಇಲಾಖೆಯ ಪೋಸ್ಟ್ ಗೆ ಕಾಯುವವರ ಸಂಖ್ಯೆ ಗಣನೀಯ ಪ್ರಮಾಣದಲ್ಲಿ ಕಡಿಮೆಯಾಗಿದ್ದಾರೆ. ಆದರೆ ಅಂಚೆ ಇಲಾಖೆಯ ಪೋಸ್ಟ್ ಮನ್ ಪೋಸ್ಟ್ ಗಂತೂ ಭಾರಿ ಬೇಡಿಕೆಯಿದೆ ಎಂಬುದನ್ನು ಕೇಳಿ ತಿಳಿದುಕೊಂಡಿರಿ.
ಈಗ ಅಂಚೆ ಇಲಾಖೆಯು ತಕ್ಷಣಕ್ಕೆ ಇನ್ನೂ ಸಾಕಷ್ಟು ಮಂದಿ ( ಸುಮಾರು 550) ಅಂಚೆಯಣ್ಣಂದಿರು ಬೇಕಾಗಿದ್ದಾರೆ ಎಂದು ಜಾಹೀರಾತು ನೀಡಿದೆ. ಇಡೀ ಕರ್ನಾಟಕದಾದ್ಯಂತ ಎಲ್ಲ ಅಂಚೆ ಕಚೇರಿಗಳಿಗೂ ಅನ್ವಯವಾಗುವಂತೆ ಈ ನೇಮಕಾತಿ ನಡೆಯಲಿದೆ.
ವಯೋಮಿತಿ 18 ರಿಂದ 27 ವರ್ಷ. ಮೀಸಲಾತಿಯನ್ವಯ ರಿಯಾಯಿತಿಯೂ ಇರುತ್ತದೆ. ಶೈಕ್ಷಣಿಕ ಅರ್ಹತೆ- ದ್ವಿತೀಯ ಪಿಯುಸಿ ಪಾಸಾಗಿರಬೇಕು. ಗಮನಿಸಿ, ಆನ್ ಲೈನ್ ಮೂಲಕವಷ್ಟೇ ಅರ್ಜಿ ಸಲ್ಲಿಸಬೇಕಾಗಿದೆ. ಕೊನೆಯ ದಿನಾಂಕ ಮಾರ್ಚ್ 27, 2014.

ಅಂಚೆ ಇಲಾಖೆಯ ಪೋಸ್ಟ್ ಗೆ ಕಾಯುವವರ ಸಂಖ್ಯೆ ಗಣನೀಯ ಪ್ರಮಾಣದಲ್ಲಿ ಕಡಿಮೆಯಾಗಿರಬಹುದು. ಆದರೆ ಅಂಚೆ ಇಲಾಖೆಯ ಪೋಸ್ಟ್ ಮನ್ ಪೋಸ್ಟ್ ಗಂತೂ ಭಾರಿ ಬೇಡಿಕೆಯಿದೆ.
ಏನಪ್ಪಾ ಅಂದರೆ ಅಂಚೆ ಇಲಾಖೆಗೆ ತಕ್ಷಣಕ್ಕೆ 248 ಅಂಚೆಯಣ್ಣಂದಿರು ಬೇಕಾಗಿದ್ದಾರೆ. ಓ! ಅದಾ ಹೋಗಿ ಹೋಗಿ ಈ ಕಾಲದಲ್ಲಿ ಯಾರ್ರೀ ಪೋಸ್ಟ್ ಮನ್ ಆಗಲಿಕ್ಕೆ ಇಷ್ಟ ಪಡ್ತಾರೆ ಎಂದು ಮೂಗು ಮುರಿಯಬೇಡಿ. ಏಕೆಂದರೆ 1.3 ಲಕ್ಷ ಮಂದಿ postman ಆಗೋದಿಕ್ಕೆ ನಾವ್ ರೆಡಿ ಎಂದು ಪೋಸ್ಟಿಗೆ ಅಪ್ಲೈ ಮಾಡಿದ್ದಾರೆ. ಅಂದರೆ ಒಂದು ಹುದ್ದೆಗೆ 500ಕ್ಕೂ ಹೆಚ್ಚು ಮಂದಿ.

ಅಯ್ಯೋ ಬಿಡ್ರೀ ಎಲ್ಲೋ ಗ್ರಾಮ, ಪಟ್ಟಣ ಪ್ರದೇಶಗಳಲ್ಲಿ ಜನ ಇದಕ್ಕೆ ಅಪ್ಲೈ ಮಾಡಿರಬಹುದು. ರಾಜಧಾನಿ ಬೆಂಗಳೂರಿನಲ್ಲಂತೂ ಯಾರೂ ಅಪ್ಲೈ ಮಾಡಿರೋಲ್ಲ ಎಂದು ಭಾವಿಸಿದರೆ ಮತ್ತೆ ಎಡವಿದಂತೆಯೇ. ಏಕೆಂದರೆ 40 ಸಾವಿರ ಮಂದಿ ಬೆಂಗಳೂರಿಗರು postman ಪೋಸ್ಟಿಗೆ ಅಪ್ಲೈ ಮಾಡಿ, ಕೆಲಸಕ್ಕಾಗಿ ಕಾಯುತ್ತಿದ್ದಾರೆ. ಮೈಸೂರು, ಧಾರವಾಡದಲ್ಲಿ ತಲಾ 12 ಸಾವಿರ ಮಂದಿ ಪೋಸ್ಟಿಗೆ ಅಪ್ಲೈ ಮಾಡಿದ್ದಾರೆ.

Impact of Merger of 50% DA in Basic Pay already first published by us on 2 years before i.e. Dec, 16 2012.  This probable post was as per 5th CPC DA Merger.  Some website & blog are showing less benefit in DA merger.  The contents published by Cgen.in [http://centralgovernmentemployeesnews.in/50-da-merger/] is reproduced below:-

It is essential to CG Employees, of course for others, getting from some other way in hike in regular income...

For Example, an employee's basic pay Rs.10000 as on 1.1.2011, after merging of 50% dearness allowance the calculation is clearly shows the difference only 50 rupees per month...

"Note that the 50% of Dearness allowance will not merged with basic pay, instead of the amount showing only as 'Dearness Pay'. This amount will pay upto only the date of implementation of 7th pay commission. 

This is only as a advance hike for all employees before the implementation of 7th CPC. 

When fixation of pay on the recommendations of 7th CPC on 1.1.2016 according to the revised pay rules, the amount of ‘basic pay’ will be taken without dearness pay. 

For example, approximately basic pay of the above employee will be 12,250 as on 1.1.2016 . This amount only will be taken as Basic Pay for the calculation of pay fixation against the amount of 18,375. 

The enhanced amount will be given for us as ‘Interim Relief’ for the period between announcement and implementation...It is not at all merged with ‘Basic Pay’..!

We can hear, what about hike in HRA and other entitlements...

The rate of HRA is provided according to the cities, like 10, 20 and 30%. Don't think all Central Govt Employees are getting 30%. And one more important points is the percentage hike in HRA will not applicable to those who are living in Government Quarters. In major metropolitan cities, thousands of employees are residing with Government Accommodation. They will pay more as HRA to Government and they don’t bother about increasing in HRA. 

Transport Allowance is providing according to their GP and classified cites, the amount is vary from 400 to 3200 plus DA thereon. The TA amount may decrease when 50% of DA merged with basic pay. 

So, ultimately hike in Basic pay only the factor is more beneficial in DA Merger.

But in 6th CPC there was no recommendation to convert dearness allowance as dearness pay each time the CPI increase by 50% over the base index recommended in pay commission report. 

All Central Government employees federations are showing maximum effort to achieve the demand of "Merger of 50% Dearness Allowance with Basic Pay" at this time. 

 Federations sources said, there will be chance to announce before March...!

The above expectation is the matter of discussion on following facts:

The logic of 1% benefit shown in Cgen.in is not wrong but it was the benefit as on as on 1.1.2011 now DA is 100% and Govt is to be announce the 100% from the 1st Jan 2014 with retrospective date hence counting of benefit from the date 1.1.2011 is not feasible.  But what is correct? We should wait for govt. announcement.  

Interim Relief: As per Interim Relief previously given by Govt was a fix amount not based on any calculation and also was recoverable in Pay Commission arrears.  At this time grant of Interim Relief as per 1% of Basic Pay is also not looking comfortable for CG Employees.  Think about low paid salaried employees who are falling in GP 1800.  Then what will be given as Interim Relief? We should wait for govt. announcement.  

Basic Pay:  In 5th CPC only Basic Pay was the part of Pay Scale but in 6th CPC the Basic Pay is the combination of Pay in Pay Band and Grade Pay.  

HRA: In 5th CPC Basic Pay and Dearness Pay was the part of calculation of HRA.  After merger of DA in 6th CPC HRA should be as 5th CPC.  Because HRA is not increasing at the rate of 25% as like other allowances.  So logic of merger of DA benefit would not be effected on HRA is also not practicable.   But what is correct? We should wait for govt. announcement.  

At the end all news items are confirming that the merger of dearness allowance is the part of 7th CPC terms of reference there are many questions arising: 
1.  Is the benefit of merger of DA is the part of 7th CPC?
2.  Will the DR for Pensioner merged or not?

The answer of all questions will be answered by the govt notification.  Hope in this week there will be any good news from Govt side.

Whether Govt. actually merged Dearness Allowance with basic pay today (20/02) ?


Rumors spread very fast this afternoon that central cabinet approved terms of 
reference of seventh CPC and agreed to merge 50% of D.A. with basic pay for 
central employees and pensioners. Some of the popular websites and media sites 
started flashing this news. A cabinet meeting did took place today but according to
 sources, it was not discussed in the meeting due to paucity of time. 

Merger of D.A., granting interim relief and enhancing superannuation age are 
definitely being actively considered by the Govt. but nothing has been materialized
 as of now.

F.M. is proceeding to Australia for a five days official tour and it is most likely that
 cabinet will take any decision only after his return from abroad. 

So good news may be expected in the next weekend.

Retirement Age 62

All set to hike central retirement age to 62 years

It may sound like ridiculous as number of times articles regarding this topic has published 
in different websites and newspapers. But as per our sources and media reports, centre 
finally decided to hike retirement age to 62 years. The process has received PM's nod 
and awating cabinet approval which is likely to be obtained in the next meeting.
The newly set up seventh CPC has recommended this hike in an interim report which got 
Govt. approval.
As per information available with us, this move will not benefit those who are going
 to be superannuated in this month or those who are already in extension.

Revenue of Postal Department

The Revenue generation of Postal Services in the country is increasing every year, and the targets for each coming year are raised by the Government. The revenue generated and expenditure incurred by the Postal Department, during the last three years and the current year year-wise, are as under:-

Giving this information in written reply to a question in the Lok Sabha today, Shri Kapil Sibal, Minister of Communications and Information Technology, said that main reason for deficit despite constant increase in revenue is periodical increase in expenditure on account of Pay and allowances and pension payment which constitute more than 90 % of the total expenditure of the department. Unlike other civil ministries pension payments are shown as expenditure of the department. Other reasons for increase in expenditure are hike in price/cost of office equipment and machinery/Oil/diesel/Petrol, increase in expenditure on AMC due to computerization of Post Offices, cost of carriage of mail etc. Department of Posts provides universal service throughout the country.

Proposal for raising Retirement Age to 62 waits for Cabinet Nod : Hot News


We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.
Because the series of events that had happened until now listed below are telling that it will be come true soon.
1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.
2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’
3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’
The above information clearly indicates that some Good News for central Government Employees are waiting to be announced within a week or two. All the central government employees know what that good news is!

 The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!

About 30,000 employees are expected to take part in the strike on Wednesday and Thursday


Postal employees in the city plan to go on a two-day strike, starting Wednesday, for various demands, including absorption of gramin dak sevaks as regular employees and reversal of the ban on recruitment.
Postal operations are likely to be affected on these days with various unions, including the National Federation of Postal Employees and Postal Employees Progressive Union, functioning in the State joining the nationwide strike.
About 30,000 employees are expected to take part in the strike.
Gramin dak sevaks, who are part-time employees working in rural areas, earn a monthly salary of Rs. 3,000 to Rs. 4,000. A scheme must be evolved to absorb them into the regular work force. Their demands must be met under the Seventh Pay Commission and given retirement benefits such as gratuity and pension, said union members.
Postal Employees Progressive Union’s general secretary R. Venkataraman said there are about 30 to 35 per cent vacancies that need to be filled in post offices across the State.
Many post offices lack sufficient postmen. “We want the government to remove the ban on recruitment and fill the vacancies. At present, many employees are either part-time or casual workers,” he said.
The unions also want a portion of the dearness allowance to be merged with the basic pay.
The unions also want promotions based on seniority and an assured career progression scheme that allows the staff to write departmental exams.

 ಯಶಸ್ವಿ ಜೀವನ ಮತ್ತು ಕಾರ್ಯವೈಖರಿಗಾಗಿ ಆರೋಗ್ಯಯುತ ಜೀವನಶೈಲಿ ಮತ್ತು ಆಹಾರವಿಧಾನವನ್ನು ಅನುಸರಿಸಬೇಕು. ಈ ಆಹಾರವಿಧಾನ ಹಿತಮಿತವಾಗಿ ಆರೋಗ್ಯಭರಿತವಾಗಿದ್ದರೆ ಜೀವನ ಮಧುರವಾಗಿದ್ದು ಕಾಯಿಲೆ ಖಸಾಲೆಗಳು ನಮ್ಮಿಂದ ದೂರಾಗುತ್ತವೆ. ತೂಕವನ್ನು ನಿಯಂತ್ರಿಸಲು ಈ ಆಹಾರ ಪದ್ಧತಿ ಅತ್ಯವಶ್ಯಕ. ಇನ್ನಷ್ಟು ಮಾಹಿತಿಗಾಗಿ ಈ ಲಿಂಕ್ ಅನ್ನು ಕ್ಲಿಕ್ ಮಾಡಿ: ಮಧುಮೇಹಿಗಳು ತಿನ್ನಬಾರದ 10 ಹಣ್ಣುಗಳು ತೂಕವನ್ನು ನಿಯಂತ್ರಿಸುವುದು ದೇಹದ ಹಾರ್ಮೋನ್‌ಗಳು ಮತ್ತು ಚಯಾಪಚಯವನ್ನು ನಿರ್ವಹಿಸುತ್ತವೆ. ಉದಾಹರಣೆಗೆ ಮಧುಮೇಹಿಗಳು ನಿಯಮಬದ್ಧವಾದ ಆಹಾರ ಕ್ರಮವನ್ನು ಅನುಸರಿಸಬೇಕು ಮತ್ತು ಆಹಾರ ತೆಗೆದುಕೊಳ್ಳುವಿಕೆ ಅವರ ಸಕ್ಕರೆ ಕಾಯಿಲೆಗೆ ಪೂರಕವಾಗಿರಬೇಕು. ಏನನ್ನು ತಿನ್ನಬೇಕು ಮತ್ತು ಯಾವಾಗ ತಿನ್ನಬೇಕು ಎಂಬುದರ ಬಗೆಗೆ ಮಧುಮೇಹಿಗಳು ಕಾಳಜಿ ವಹಿಸಬೇಕು. ಮಧುಮೇಹಿಗಳಿಗಾಗಿ ಹಲವಾರು ಸಸ್ಯಾಹಾರಿ ಆಹಾರ ಕ್ರಮಗಳು ಲಭ್ಯವಿದ್ದು, ಕೆಲವೊಂದನ್ನು ವೈಜ್ಞಾನಿಕವಾಗಿ ಸರಿಯಾದ ಆಹಾರ ಕ್ರಮವೆಂದು ಪರಿಗಣಿಸಲ್ಪಟ್ಟಿದೆ. ಸಸ್ಯಾಹಾರಿ ಆಹಾರ ಕ್ರಮವನ್ನು ಅನುಷ್ಠಾನಿಸುವಾಗ ಅದೊಂದು ತರಕಾರಿಗಳ, ಹಣ್ಣುಗಳ ಮತ್ತು ಪೋಷಕಾಂಶಗಳ ಮಿಶ್ರಣವಾಗಿರಬೇಕು. ಇಲ್ಲಿ ನಾವು ನೀಡುತ್ತಿರುವ ಆಹಾರ ಪಟ್ಟಿಗಳು ಖಂಡಿತ ನಿಮ್ಮ ಆಹಾರವಿಧಾನಕ್ಕೆ ಪೂರಕವಾಗಿರುವಂಥದ್ದು. ಇವುಗಳನ್ನು ಅನುಸರಿಸಿ ದೈಹಿಕ ಸ್ವಾಸ್ಥ್ಯ ಆರೋಗ್ಯ ಪಡೆದುಕೊಳ್ಳಿ.
