ENHANCEMENT OF SB ALLOWANCES TO PA'S

Enhancement of SB Allowance to PAs working in Savings Bank Branches.
The undersigned is directed to refer to this office letter of No. 2-2/93-SB Dt. 08.10.2004 (SB Order No. 17/2004) vide which it was conveyed that Ministry of Finance (DEA) has conveyed its approval for increase in the SB Allowance from Rs.60 to Rs.150 & from Rs.30 to Rs.75 per month wef 08.10.04.
02. After implementation of 6th CPC, increase in teh SB Allowance was taken up with MoF (DEA), which has not vide its OM No. 17/1/2001-NS-II Dt. 10.06.11 has conveyed its approval for enhancement of SB Allowance as per the following rates wef 01.09.08.
01. Staff Fully engaged in SB / SC work - present Rs.150 - new rate from 01.09.08 Rs.300.
02. Staff Partially engaged in SB / SC work - present Rs.75 - new rate from 01.09.08 Rs.150.03.
All other conditions for grant of SB Allowances will remain unchanged.

CENTRAL JCA DECIDES TO GO AHEAD WITH THE STRIKE
The third round of discussion held with the Postal Board today (27.06.2011) at 3 PM also failed due to the adamant position taken by the Department. Ms. Radhika Doraiswamy, Secretary, Department of Posts, Sri. P. K. Giopinath, Member (Personnel), Mrs. Manjula Parashar, Member (Operations), Sri. Kamaleshwar Prasad, Member (HR) and other Senior Officers were present. Staff side was represented by Secretary Generals, NFPE, FNPO and other General Secretaries.
Immediately on commencement of the meeting the Staff Side expressed its strong resentment and protest against the decision of the Department to go ahead with the Mckinsey recommendations regarding Mail Network Optimisation Project. The Staff side demanded that the aleady failed experiment of speed post hubs should be withdrawn immediately and the decision to implement first class mails hubs and delivery hubs and closure/merger of offices should be dropped. After heated discussion for about two hours no consensus could be arrived on this important agenda of the Charter of Demands. Hence meeting ended with disagreement.
The Central JCA met after the discussion with Postal Board and took the following decisions: -
1. The JCA unanimously decided to go ahead with the strike decision.

Government back-to-work bill scales back Canada Post wage offer
The postal workers are crying foul over one surprising detail in the Conservative government’s back-to-work legislation.The government’s bill stipulates wages that are even less than what Canada Post is offering employees.
The Canadian Union of Postal Workers says their employer’s last offer was for increases of 1.9 per cent in 2011, 2012 and 2013, and 2.0 per cent in 2014.
The back-to-work legislation sets wage hikes at 1.75 per cent in 2011, 1.5 per cent in 2012, 2 per cent in 2013 and 2014.
Union president Denis Lemelin says imposing wage increases that are lower than Canada Post’s punishes workers for a disruption caused by the corporation’s lockout.
Labour Minister Lisa Raitt says the wages were reflective of the agreement the federal government has with its own unions.

DOPT Issued orders clearly vide Memo No.20011/5/90-Estt(D) dated 04/11/1992 stating that the "seniority of the Official is determined according to the order of merit indicated at the time of initial appointment and not according to the date of his confirmation".The orders shall take effect from the date of issue of this order.Seniority already determined according to the existing principles on the date of issue of these orders will not be reopened even if in some cases seniority has already been challenged or is in dispute and it will continue to be determined on the basis of the principles already existing prior to the date of issue of these orders.

Infosys pips TCS to clinch postal contract
Infosys Technologies, India's second-largest information technology services company, is understood to have bagged the first of the Department of Post's IT modernisation contracts
The Bangalore-based company pipped its bigger domestic rival, Tata Consultancy Services, to clinch India Post's 'rural information and communications technology system integrator contract, worth about Rs. 100 crore (Rs. 1 billion).
Infosys declined to comment, while the India Post official concerned could not be reached despite repeated attempts. India Post is embarking on a massive IT modernisation programme under the 'India Post 2011' plan.
As part of this, the department has split the programme into eight projects.
According to highly-placed sources, the department has already issued requests for proposals for six contracts
The department has the largest network in the world, with 155,669 post offices. About 89 per cent of these are in rural areas, according to its website. So far, only 12,604 head post offices and sub-post offices have been computerised
Ever since Infosys established a separate business to focus on the domestic IT outsourcing market, it has been aggressively participating and winning government contracts
.It is working with the income tax department in managing the centralised processing centre that processes all electronically-filed returns and a part of the paper filings
The project recently bagged the Gold award in "excellence in government process re-engineering" at the 14th National e-Governance Conference. India contributes about two per cent to Infosys' total revenue.
Meanwhile, the bidding process for India Post's Rs. 1,000-crore (Rs. 10 billion) 'core system integrator' contract is on.
This is touted as the largest of the eight contracts. Capgemini, Accenture, IBM, HP, TCS, Infosys, HCL and Wipro are some companies believed to be participating in the contract, expected to be finalised in two months.

India post to take up old age pension issue with state government-Tamilnadu
CHENNAI: A week after the government decided to shift to banks for distributing old-age pensions, India Post is trying hard to get back its largest customer in the state. The officials have sought an appointment with chief minister J Jayalalithaa to persuade her to switch back to the post offices. Losing the state's project could mean a loss of more than Rs 60 crore a month for India Post.
The old-age pension scheme was so far carried out by India Post, delivering monthly pensions at people's houses through money orders and cheques. It covers senior citizens, differently-abled people, destitute wives and widows and destitute agricultural labourers. The state government will switch to the banks by September.
The postal department gets Rs 25 as commission for each money order for more than 28 lakh pensioners, including 10 lakh in city. The government decided to choose banks for the scheme after the CBI apprehended 11 postmen for malpractices in 2010. In order to mollify the state government, India Post has already done some damage control and will be regularizing its services. "We dismissed two other postal officials. We have set up monitoring cells for the scheme. We also have special adalats to settle grievances," said a senior official in the Tamil Nadu circle of the postal department. The department has also furnished details of fake names and addresses in the scheme to the state government. "We have received no complaints in the last two months," he said.
The department will offer savings accounts for pensioners in the postal banks. "This government is already considering savings accounts for pensioners in the banks. We have the expertise to handle this. We deal with more money in the form of small savings accounts than all the commercial banks," the official said
If agreed upon, the pensioners' savings accounts could bring in an additional revenue of Rs 45-50 crore for India Post. As an added incentive, the postal department is also upgrading all its services this year on a par with commercial banks.
India Post also expressed reservations about banks' ability to carry out the scheme. Nearly 70% of the beneficiaries under the scheme live in rural areas and remote places. "Banks do not have the network that we have when it comes to door-to-door delivery in remote areas. So we shall be asking the government to switch back to us." -source-The Times Of India

pannel suggests 4 per cent interest on Post Office savings deposits
A Government committeae has suggested raising interest rates on Post Office savings bank deposits to 4 per cent, a suggestion that could benefit lakhs of small depositors.
The Committee on Small Savings also recommended linking returns on other small savings schemes with interest rates on government securities. It has also suggested that Kisan Vikas Patra (KVP) be withdrawn and the annual investment limit for the popular Public Provident Fund (PPF) be raised to Rs.1 lakh from Rs.70,000 at present.
The committee recommended that interest rates for Post Office savings deposits be raised to 4 per cent from 3.5 per cent at present, in line with the Reserve Bank's decision to hike rates on savings bank deposits.
Under the new formula, suggested by the committee headed by RBI Deputy Governor Shyamala Gopinath, small savings schemes would provide better returns to investors. Interest rate for one-year deposit scheme would go up to 6.8 per cent from 6.25 per cent, while returns for the PPF would improve to 8.2 per cent from 8 per cent.
With regard to taxing returns on the small savings schemes, the committee said the issue should be considered by the government while firming up the Direct Taxes Code, which seeks to replace the Income-tax Act, 1961. Noting that the small savings schemes are agent-driven, the committee suggested that the commission on them should be gradually reduced from 4 per cent to 1 per cent. While recommending to raise the interest rate on savings deposits by 50 basis points to 4 per cent, the panel said the Centre should introduce the system of calculation of interest rate on a daily basis on post office schemes as is being done by banks.

ಒಂದು ಮಾತಿದೆ. ಮುಂಜಾನೆ ರಾಜನಂತೆ ಹೊಟ್ಟೆ ತುಂಬಾ ತಿನ್ನಬೇಕು. ಅಪರಾಹ್ನದ ಊಟ ರಾಣಿಯಂತಿರಲಿ. ರಾತ್ರಿಯ ಊಟ ಮಗುವಿನಂತಿರಲಿ. ಈ ರೀತಿ ಆಹಾರ ಸೇವಿಸುವುದರಿಂದ ತೂಕ ಕಳೆದುಕೊಳ್ಳಬಹುದು ಅಥವಾ ಸರಿಯಾದ ತೂಕ ಹೊಂದಬಹುದು. ಆದರೆ ಹೆಚ್ಚಿನವರ ಆಹಾರ ಸೇವನೆ ಮೇಲೆ ತಿಳಿಸಿದ ರಾಜ ರಾಣಿ ಕಾನ್ಸೆಪ್ಟ್ ಗಿಂತ ಉಲ್ಟಾ ಆಗಿರುತ್ತದೆ.

* ಕಡಿಮೆ ಪ್ರೋಟಿನ್ ಯುಕ್ತ ಆಹಾರಗಳು ತೂಕ ಕಳೆದುಕೊಳ್ಳಲು ಸಹಕಾರಿ. ಕೊಂಚ ಪ್ರಮಾಣದಲ್ಲಿ ಚಿಕನ್, ಗಿಣ್ಣು, ಬೇಳೆಕಾಳು ಆಹಾರ ಸೇವಿಸಬಹುದು. ಇವು ಕಾರ್ಬೊಹೈಡ್ರೆಟ್ ಹೆಚ್ಚಿಸಲು ಮತ್ತು ಫ್ಯಾಟನ್ನು ಸ್ನಾಯುಗಳಿಗೆ ಪರಿವರ್ತಿಸಲು ನೆರವಾಗುತ್ತದೆ.
ಪ್ರೋಟಿನ್ ಗೆ ಹಸಿವನ್ನು ಹೆಚ್ಚಿಸುವ ಶಕ್ತಿಯಿದೆ. ಹಾಗಂತ ಹಸಿವಾಗುತ್ತೆ ಅಂತ ಹೆಚ್ಚು ತಿನ್ನಬೇಡಿರಿ. ಮಿತವಾಗಿ ಮಧ್ಯಾಹ್ನದ ಊಟ ಮಾಡಿ. ದಾಲ್ ಸೂಪನ್ನೂ ಕುಡಿಯಬಹುದು.
* ತೂಕ ಕಳೆದುಕೊಳ್ಳಲು ಹಣ್ಣು ಮತ್ತು ತರಕಾರಿಗಳು ಸೂಕ್ತ. ಇದರಲ್ಲಿ ವಿಟಮಿನ್ ಅಂಶಗಳು ಸಾಕಷ್ಟಿರುವುದರಿಂದ ಮಧ್ಯಾಹ್ನದ ಊಟಕ್ಕೆ ಹಣ್ಣು ಮತ್ತು ತರಕಾರಿಗಳನ್ನು ಬಳಸಿರಿ.
ಕ್ಯಾರೆಟ್, ಪಾಲಕ್ ಸೊಪ್ಪು ಇತ್ಯಾದಿಗಳು, ಚೆರ್ರಿ, ಕಿತ್ತಲೆ, ಆಪಲ್ ಮುಂತಾದ ಹಣ್ಣುಗಳನ್ನು ತಿನ್ನಿರಿ. ಇದು ನಿಮ್ಮ ಹಲ್ಲುಗಳ ಆರೋಗ್ಯಕ್ಕೂ ಸಹಕಾರಿ.

9 post offices to get ATMs soon in Tamilnadu

CHENNAI: The Department of Posts will soon set up automated teller machines (ATM) in Chennai GPO and eight head post offices in the city and surrounding areas for its savings bank customers.
Officials of the postal department said that steps are being taken to earmark sites measuring 80 sq. ft. at the post offices. The eight HPOs are: Anna Road, T.Nagar, Mylapore, St.Thomas Mount, Park Town, Ambattur, Avadi Camp and Tambaram.
Post Master General (Chennai City Region) M. S. Ramanujam said that measures are under way to computerise the transactions of the savings account as part of the department's move to provide core banking solutions. The civil work for establishing the ATMs would begin in about two months. Customers would be able to make use of the facilities by the end of the current fiscal.
Nearly 10 lakh account holders in the nine post offices are expected to benefit from the 24-hour ATM facilities. Once the facility is in place, customers need not spend time waiting at the counters to withdraw cash. With the postal banking services popular among senior citizens, the ATMs would be immensely beneficial to them.
This would also help in cutting down the transaction cost for the department. The Department of Posts is in the process of floating tender seeking bids from ATM equipment suppliers as the facility is being introduced in various postal circles in many States.
Officials of the postal department said that the ATMs to be installed in the HPOs could also be eventually used by the customers who hold accounts with banks. The facilities would be governed by the guidelines prescribed by the Reserve Bank of India.
Such ATM facilities would be set up in the nearly 100 head post offices across the State. The department also plans to extend the service in other post offices across Tamil Nadu in a phased manner depending on the customer response, the officials added.

The Department of Posts (DoP) has launched the mobile-based money transfer service by Post Offices for quicker transfer of money from one city to another.
Launching the service, the Union Minister of State for Communications, Information Technology and Home, Mr Gurudas Kamat, said the aim of launching this service was to help those who were unable to avail banking services. The service will be operated by DoP with technological support from BSNL.
He said to begin with, the service has been launched between Punjab and Bihar Postal Circles for transfer of money up to Rs 50,000. The complete roll-out throughout the country would be completed in eight weeks, he added.
The Minister launched the service by remitting Rs 1,000 to Help Age India at Patna.
Mr Kamat said persons intending to use the service would have to go to the Post Office which will provide them a unique PIN code after the transfer of money.
The sender would have to send the PIN to the recipient through a text message who would be home delivered the money after verification of the PIN on his mobile. The recipient could also go to the Post Office and collect the money, he said.
Mr Kamat said India Post is the largest service network for transfer of money and annually about nine crore money orders are being sent on the postal network.
He said that to speed up the money transfer service, the DoP had introduced Electronic MO and Internet MO and that the mobile MO was the third such service.
The Secretary of Posts, Ms Radhika Doraiswamy, said that the DoP also proposes to interconnect all the 1, 55,000 Post Offices in the country to subsequently introduce Core Postal Service.
She said the department would also introduce the PO Savings Bank for which the mandatory clearances were being sought.
Referring to the high cost of sending money through MO, she said: “We need to reduce the Commission charges. We should be able to do this soon.’’
The charges for mobile money transfer will be the same as it is on the traditional money order — five per cent of the remitted amount, a department spokesman said.
The Director of BSNL, Mr R.K. Aggarwal, said that the BSNL-PO joint venture will help the rural customers in availing of money transfer services. This will also revolutionise the financial inclusion programme of the government.
He said in 1947 the tele-density in the country was 0.47 per cent which increased to 4.7 per cent in 1997 in fifty years. But after that within 14 years, the tele-density has now reached 70 per cent.
The total number of mobile connections at present is 850 million and 15 million new connections are being activated in the country every month, he said.
